ONSHORE OUTSOURCING: The Headquarters That Isn't There ...

We went looking for the headquarters of a technology company founded in Macon. The trail led to a school district administration building, years of corporate filings, disappearing business listings, and eventually a museum in Georgia.
By R. Dominique — Macon Moonline Investigates
I went looking for the headquarters of a technology company that once employed hundreds of people in Macon, Missouri. According to the Macon Chamber of Commerce website, the MCED website, Onshore company websites, its "Verified" LinkedIn profile, and years of corporate filings, I should have found Onshore currently operating at 902 N. Missouri Street. Instead, I found the Macon R-I School District Admin building.
Onshore Outsourcing sold that building in August 2022. But the more I searched for where the company went, the more interesting the paper trail became. New corporate registrations continued identifying the school-owned building as an Onshore business address. Its local Macon Chamber of Commerce listing, showing 80 employees, was removed by October 7, 2026.
When I followed the company's corporate address to Glennville, Georgia, the trail led to another former school property. One that also houses a museum.
For a company advertising artificial intelligence, sophisticated software development and advanced information technology, finding its actual headquarters has become a surprisingly difficult assignment.
Onshore was founded in Macon in 2005 with an ambitious idea: bring technology careers to rural America, train local workers and create opportunities that traditionally existed in larger metropolitan areas. For years, the company occupied a substantial building at 902 N. Missouri Street and became one of Macon's most recognizable economic-development stories.
Then Onshore sold its brick-and-mortar headquarters located at 902 N. Missouri St. in Macon.
The school district purchased the building, but Onshore's public identity apparently never made a complete departure. Its current LinkedIn company profile displays a "Verified" designation and continues identifying Macon as its headquarters, claiming 200 employees. If you click on "Jobs" in Onshore's LinkedIn profile, it currently reads "No Jobs Available," which makes no sense for a booming AI developer/Tech Services Provider with a Macon headquarters and a Glennville, Ga., "Microsoft Certification" and bootcamp training facility.
Onshore's own most recently published website, "meetonshore.com," continues presenting Macon as its headquarters while describing Glennville, Georgia, as a "Center of Excellence." The Macon Area Chamber of Commerce was also directing people to 902 N. Missouri Street, a location where Onshore no longer maintained an office.
Last week I went to 902 N. Missouri St. and could not find Onshore Outsourcing, so I called them.
I spoke with Chris Fennessey, an Onshore vice president located in New York. After several minutes of conversation, I disclosed to the VP that I was standing on the front steps of 902. I innocently asked him what entrance to go to to find Onshore Outsourcing. He disclosed that Onshore no longer operates a physical office in Macon, although approximately 20 employees still work remotely in the area. Twenty employees working from their homes is certainly possible. But that is considerably different from the information published by the Macon Chamber of Commerce, which advertised Onshore as having 80 employees while listing 902 N. Missouri Street as the company's address.
Missouri Secretary of State records show that Onshore-related entities continued submitting corporate documents identifying 902 N. Missouri Street as their headquarters well after the school district purchased the property. In February 2023, Onshore Defense, LLC filed a "Notice of Winding Up" directing anyone with claims against the company to send them to Onshore Outsourcing at the former Macon headquarters.
That was only the beginning.
In May 2023, Onshore Outsourcing Holding Co., Inc. identified 902 N. Missouri St. as its principal place of business or corporate headquarters. On June 29, 2023, Onshore Technology Services, Inc. submitted a new fictitious-name registration for Onshore Outsourcing, identifying the address where it was doing business as 902 N. Missouri Street. Another new fictitious-name registration followed in July, this time involving Onshore Outsourcing Holding Co., Inc., again identifying the same address.
These aren't simply old listings somebody forgot to update. These are newly submitted corporate documents identifying a building that had already been sold to the local school district in August of 2022. The registrations continued. Missouri filings in 2024 and 2025 still identified 902 as a principal place of business and corporate headquarters for Onshore entities. Florida and Georgia business registrations from those years also continued carrying the former Macon address.
By July 2025, nearly three years had passed since the sale. Yet the old headquarters was still appearing in official corporate filings.
We have no idea why Onshore is persistently claiming that 902 is its headquarters.
We haven't established the reason. A corporate filing address does not necessarily establish where employees physically work, and an outdated address is not proof of misconduct. But newly submitted filings raise a more substantial question than a forgotten website ever could.
Eventually, in 2026, the corporate records began pointing somewhere else. 211 S. Tillman Street, Glennville, Ga.
That address appears as the updated principal office in the Florida and Georgia corporate filings we examined. Onshore's website also promotes its Glennville operation as a technology campus and "Center of Excellence." So, naturally, we followed the address. What we discovered was another former school property. The address is also associated with the Glennville-Tattnall Museum, located within a former educational campus. A museum and a technology company can certainly occupy different portions of the same property, but the discovery prompted another round of telephone calls.
We contacted the Glennville Chamber of Commerce, where a representative told us that Onshore was NOT a Chamber member, although she said the company had a local business license. She also reported hearing that Onshore employed remote workers and rented an office within the former school property.
Our attempts to contact Onshore through telephone numbers associated with the Glennville operation were equally frustrating. Two numbers we tried were disconnected. A third connected us to the Glennville Chamber of Commerce rather than an Onshore office.
Our research uncovered Glennville City Council meeting minutes documenting that Onshore gave up two of its buildings in 2022. The company reportedly now rents just one building.
Back in Macon, another part of the story was already changing.
On October 2, I called Macon Area Chamber of Commerce Executive Director Sharon Scott about the Chamber's continued listing of Onshore at 902 N. Missouri Street. During our recorded conversation, I explained that I had gone to the address listed on the Chamber's website and found the school district operating there.
Scott asked, “It's on our website, is that what you're saying, Ron?”
I confirmed that it was.
She stated that she would obtain another address because the company was still in business. I replied, "Not in Macon."
Scott then agreed that the listing would be removed.
By Wednesday morning, October 7, 2026, the Onshore listing was gone from the Chamber's live membership directory. It is hard to digest that the Executive Director of the Macon Chamber of Commerce was apparently unaware that Onshore was no longer located at 902 N. Missouri St., while the Chamber's website advertised the company as having 80 employees and listed that same address.
Has Onshore been paying the annual $360 dues (figured on 80 employees) to the Macon Chamber for the listing in 2023, 2024, 2025 and 2026? If Onshore did pay dues during the past four years, why does that matter? They have no brick-and-mortar location in Macon. So why was our Chamber of Commerce endorsing Onshore's listing of 80 employees alongside the former 902 headquarters address?
Google is still displaying previously indexed information connecting Onshore with 902 N. Missouri Street. Google even shows that the business opens at 8 a.m., suggesting an operating location, despite the building having belonged to the school district since 2022.
And then there was Macon County Economic Development.
That same Google search shows the MCED listing identifying “Onshore Outsourcing — 80 Jobs.” That number stood in striking contrast to the approximately 20 remote Macon employees described by Fennessey. We had not established whether the MCED figure was historical or intended to describe current employment, but it was another example of how easily a reader could encounter a very different picture of Onshore's local presence.
Why is this same information found on the MCED Macon website? These local endorsements by our Chamber of Commerce and MCED, coupled with the same statements published by Onshore on its websites, LinkedIn account and marketing brochures, managed to fool very well-trained AI models that I employ for research. If they fooled me and my staff, as well as my AI assistants, I can guarantee the general public and Onshore's own customers have been given the same impression.
On Wednesday, October 7, I spent a good amount of time meeting with Tracy Whitney, the newly appointed Executive Director of Macon County Economic Development, located at 1512 Missouri St., Suite A. The new office is the long building located in the rear parking lot of Equity Bank.
Mr. Whitney has been in the Executive Director position for approximately four weeks. During our conversation, he explained that he is still learning the organization's history and has no firsthand knowledge of many decisions made before his arrival. He also has no personal access to MCED website content. The MCED website information listing Onshore with 80 jobs, without clearly establishing whether those jobs are current or historical, is expected to be corrected as soon as possible.
The citizens of Macon should be highly upset that our local organizations meant to promote local business have been utilized in this fashion. I have addressed this with Tracy Whitney, the new Executive Director of MCED. Tracy is not pleased with what has been taking place within MCED concerning the misrepresentation of Onshore Outsourcing, and I believe he will make the immediate changes needed to the MCED website and delete all mention of Onshore.
Following our first Onshore investigation, dozens of former employees contacted Macon Moonline Investigates. I asked whether they knew anyone currently employed by Onshore in Macon who was working remotely. None of the folks I asked knows anyone currently working for Onshore. I decided to check Google reviews of Onshore, but they are several years old and there are only a handful.
So, I created an account on "Glassdoor."
Glassdoor is a website dedicated to employee reviews of their places of employment.
I went to the Onshore Outsourcing page on Glassdoor, where I found 140 reviews and an average 3.1-star rating. The only review of Onshore in 2026 was posted on September 30 and was left by an ex-employee from Macon. This person left a one-star review.
Glassdoor was launched in 2007, but it seems the reviews currently indexed start in 2012. As the Onshore reviews enter into 2017, 2018, 2019 and up to the present time, employee comments repeatedly describe Onshore as a "sinking ship."
The reviews include the Glennville, Ga., campus as well as a few reviews from Arizona and Texas remote workers. The most frequent comment by past employees is that the pay is extremely low. In fact, the majority of the reviews have a one-star rating. There are also some anonymous five-star reviews mixed among the much more critical assessments. Considering the overwhelming number of negative comments I encountered, I found those glowing reviews rather suspicious. Whether they accurately reflect the experiences of actual employees is something I cannot establish. The overall Glassdoor rating for Onshore was 3.1 stars when I examined the page this morning. Comments left for Onshore management by reviewing employees are brutal.
Glassdoor provided us with a chronological record of employees' genuine thoughts and reactions dating back to 2012.
We honestly have no clue why Onshore persists in claiming that 902 N. Missouri St. is currently its headquarters when it sold the building to Macon R-I Schools in August of 2022. We honestly have no idea why the Macon Chamber of Commerce continued to promote a company that hasn't been in business at 902 for several years.
We may never know the answers to these questions, but at least we exposed what appears to be years of misleading information sitting right under our noses. Will the articles we post convince Onshore to correct the information involving 902 N. Missouri St., Macon, on its websites, LinkedIn profile, business filings and marketing materials?
Time will tell, and make no mistake that we are watching closely.
