We joined the city council meeting at 6:30 pm 4/14/26, but we could not record the meeting on "Microsoft Teams" platform. We recorded the meeting with independent software & transcribed the meeting but it came out fuzzy & the audio was "gibberish" & the transcription is not usable. We attempted to match recorded captions with transcription but we could not make sense out of either source
It must be noted :
Under the Missouri Sunshine Law, any citizen has a legal right to record any open public meeting by audio, video, or other electronic means. While the Macon City Council uses Microsoft Teams to facilitate remote attendance, the lack of a built-in recording option for attendees does not negate your right to record the session yourself.

Your Rights to Record Virtual Meetings
Recording Rights: Public bodies must allow attendees to record open meetings. If the platform’s native recording feature is disabled for guests, you are still legally permitted to use third-party tools (such as screen recording software or a separate camera) to capture the meeting.
Access Requirements: For virtual meetings, the city must provide a mode for the public to observe, such as the Teams link provided for the April 14, 2026 meeting.
The City currently lacks the dedicated IT personnel and specialized equipment to reliably record and virtually host Council meetings. This has resulted in:
Transmission Failures: Virtual platforms (e.g., Teams) providing poor quality audio/video.
Transparency Gaps: Official minutes remaining unpublished for months due to the labor-intensive manual transcription process.
Compliance Risks: New ADA requirements (April 2026) mandating accurate digital captions for local government video...
The "Source-Direct" Solution (Lowest Cost Path)
To eliminate "months-long" delays and technical hurdles, we propose a "Set-and-Forget" hardware system. This system bypasses complex virtual platforms by capturing high-fidelity data directly in the Council Chambers.
Audio (The Foundation): Install Boundary Microphones ($300–$500) and a USB Audio Interface ($180). This ensures the "source" audio is crystal clear, regardless of internet bandwidth.
Video: A single Fixed HD Camera ($1,000–$1,500) mounted to provide a comprehensive view of the proceedings.
Automation: Use AI-Powered Transcription (e.g., Sonix or Otter.ai). At ~$10 per hour, these tools provide 90%+ accurate transcripts in minutes, allowing for immediate public review while formal minutes are drafted.
Immediate Benefits
Instant Transparency: Recordings can be posted within 48 hours, bridging the gap while official minutes are being finalized.
Labor Savings: Reduces staff time spent on manual transcription by up to 90%, allowing the City Clerk’s office to focus on other critical tasks.
ADA & Sunshine Law Compliance: Provides the required accessible digital records and ensures public access to meetings as mandated by RSMo 610.020.
